Elsa, TX Municipal Judge Hilda Caceres allegedly forged a name on loan applications.
A 25-page indictment against Caceres was unsealed today. It states Caceres knowingly used the name Norma Delgado on a property deed. She was charged with forgery and tampering with government documents.
